In order to buy property, or bring non-EU family members to Czech Republic all EU citizens must obtain a permanent residence permit from Czech Foreign Police.

The foreign police office for EU citizens is located on Ceil 62b. Work days are Mon, Wed from 8:00 to 17:00 and Friday from 8:00 to 12:00.
Correction:
The office is now located on Hnevkovskeho 65 in Brno-Komarov.

Necessary documents for obtaining the temporary residence permit are:
1) A valid passport
2) 2 Passport sized photographs
3) Confirmation of employment (a letter on the company's official blank is enough)
4) Confirmation of accommodation (a letter from the owner of the flat saying that you are allowed to stay in the apartment for a period of time 6-12 months) with a extract from Katastr (will speed up the process a bit).
5) Czech insurance card
6) Application form (will be filled at the FP office)

The process usually takes 4-8 weeks if all the documents are provided in time. Beware that every document submitted to the foreign police office will not be returned. So don't give them original copies of your work or employment contract, etc; submit only notarial copies.
